Plot summary

The story starts with The 16th Phantom disarming an ongoing bank robbery in a small village close to the Mexican border. After delivering the crooks to jail, The Phantom boards a stage coach heading for the town of Brownsville to take a boat back home to Bengalla. On the stage coach he befriends El Disputado Jeronimo Robles who is on his way to Mexico to hand over important documents to the Mexican Exile President Benito Juarez that will aid him in taking back government over Mexico from Emperor Maximillian of Mexico.

Meanwhile in Monterrey the Governor and Colonel Ramirez are plotting to capture Robles and bring him before Maximillian in Mexico City. The job goes to Captain Garcia who ambushes the stage coach. During the gun fight Robles is killed and before dying gives the documents to The Phantom who is captured by Garcia and his men. The Phantom manages to escape his imprisonment in Pachuco by defeating Garcia in a sword fight and flees into the Ruins of Tula. He fights of his persecutors but gets trapped in one of the ruin pyramids. Within this entrapment he finds the Aztec treasure that Robles also spoke to him about during the stage coach ride. To hide the treasure The Phantom blows the secret entrance to the trasure hall, but miscalculates the amount of powder and buries the treaure hall completely under rubble. The story ends with The Phantom riding back to the US coast to catch the boat back home.

Notable is that The Phantom is not once seen wearing his costume during the entire story.
